Using iPad or iPhone bluetooth as LAN connection for Mac Pro

my mac pro came without airport card, has bluetooth.

have wifi ipad , iphone.

want tether wifi (not data network) on either via bluetooth pan.

devices can talk each other every time hit "connect" in pan icon, connects second , drops. happens when connecting both ipad , iphone.

i'm wondering, possible connect internet using method? or has apple blocked people can tether via data network? don't see why block on wifi ipad data network option isn't possible.
 

this possible mywi , jailbroken iphone/ipad.

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
