Server 10.5 - FTP Users Can't Log In

i have ftp service running on os x 10.5 server. can log in anonymous, if turn on. however, when log in defined user access file sharing services, message:

server said: login incorrect.
password may incorrect. please double-check login settings.

have checked , reset password. correct. there folders being shared prevent login?

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
