Has AT&T always moved up upgrades for iPhone?

just wondering if at&t has moved upgrades iphones did with iphone 4? reason ask bc upgrade month shows november.
 

up until every year has been special circumstance a&t has allowed current iphone owner upgrade newest iphone , have no written policy on this, every year rules change.

far no 1 knows rules/qualifications going or release date of next iphone, , upgrade dates right meaningless.

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
