Weird video issues w/external monitor

hey all, curious if ever got problem external monitor hook ups:

running base model 13 inch mba monoprice mini display adapter. it's mdp dvi. occurs randomly, i'm either browsing or watching video, screen blink , fuzz. problem goes away when turn off monitor or switch inputs mac. when do, refresh screen (the blue @ first) desktop. don't think it'd video card problem since works fine when not plugged monitor. maybe adapter? running dell2709w. thanks.
 

its software issue, mini had issue while software update while fixed it.

can try different adapter software issue. using latest version of os x?

(by way if online not new issue.)
