possible program apps , install them on own iphone/ipad without paying 99$ fee apple?

reason interested in programming , create experimental apps myself. don't want make money or submit apps app store (yet) , logically wouldn't have pay 99$...

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
