Can't review my itunes Apple ID

so have new mac , want new apple id. i'm able make 1 when have review requires put in either credit card or paypal(there no "none" option).
there anyway around this?
if ever plan on buying through app store/itunes want use giftcard.
 

if have credit card use , account created can delete account.

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
