Is documents in the cloud the file system we're waiting for?

apparently ios 5b4 has documents in cloud. i'm wondering how works. repository thing every app can drop , edit it's files , other apps can same file?

mean, no more need 'open in external app' kinda thing?
or better, drop files through itunes cloud, , apps can access it? more info appreciated.
