Connect to iTunes After Normal Restart?!

hi all,

experienced iphone (4 in case) telling them connect itunes after literally re-starting phone, not hard reboot turn on , off normal?

latest ios btw (but been running fine 2 weeks or so). reason reboot lost signal long time...

thoughts other connecting itunes lol.

no jailbroken or btw

update: says restore needed iphone cannot make or recieve calls.

update 2: hard reset gave me iphone normal once again signal
 

sounds complete restore in order. hardware signal issue acting restore might fix it. if not fix off apple go.
