Existing Apple ID in iTunes w/o Credit Card.

hey macrumors, i'm having bit of trouble registering existing apple id in itunes. (i live in canada btw) don't have credit card , there isn't option gift cards or "none." there way register itunes account existing apple id without credit card? got paypal seems work in us. if there isn't way, there way delete apple id permanently can create new 1 uses same email?
 

i don't know if canada vs. u.s. thing, able convert itunes account not linked credit card. not sure why they're giving trouble it.
