Verizon Throttling Data

browsing web on iphone 4 , decided check data usage , 3gb month , of sudden data speeds seem super slow. verizon throttle data? also, used iphone , wife's iphone download free app , hers finished way before mine. others experience this?
 

i believe verizon said in process of enabling throttling of data high usage customers. i'm not sure if activated yet.

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
