Why do they charge tax on apps?

a 99 cent app charged me $1.07. 99 cent song on itunes charged me 99 cents. know it's 8 cents, big deal, it's still annoying. base on billing address location, or what?
 

i dont charged tax here in california.

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
