Scrolling 'bounce' gone

ever since jailbroke ipad2 (3g 4.3) scrolling 'bounce' in safari goes away , have pinch zoom way out back.

it's not big of deal wondered if else had problem , it.
 

this happens me on occasion, too. lose inertial scrolling, meaning can "flick" bottom of page.

close out safari , open again fix.

What's the max amount of RAM an iMac can have to run BootCamp & Parallels Windows 7?
