Question about file type and printing

i relatively new stuff, understand concept of dpi , told 200 (better yet 300) desirable printing.

dont understand how file out of photoshop printable medium. question is.... why people use pdfs? have volunteer designer doing post cards concert series, , have them printed professionally. have been noticing our postcards tend to... kind of crap. passable, or wouldnt sending them out, spent bit of time trying figure out why.

noticed pdfs (these 4x6'' postcards, btw) 441x291 resolution. 72dpi, right? well... no wonder. opened 1 of photoshop files these postcards had lying around last year , checked dpi, 300. tried saving pdf without compression, compression, etc.... , every single time resolution same. tried saving tiff. , there was. exact same size (8.8mb) pdf without compression, except resolution 1838x1238. 300 dpi (there fudge room on borders of post card, hence pixels).

question is..... why ever use pdf? tiff not acceptable printing? must missing if pdfs cant exceed 72 dpi.

save photoshop files high resolution pdfs ... professional printers request print
