Unable to delete or add new songs to iPhone 4

i re-installed windows 7 on pc. plugged iphone in first time because wanted add new songs. found wasn't able delete songs or add new ones. synced , created new backup, no avail. don't want have restore if have to. :(
 

did backup old itunes library? if did should able select library , should recognize iphone.
