how to reformat mac mini?

without making own backup of lion on disk or buying usb drives of lion apple, how do clean install on mac mini?

heard if machine detected nothing on hard drive, download files. how access "safe mode" first clear out hard drive on lion?

snow leopard put in install discs , reboot while holding c. still possible without install discs or usb drives?

edit: sorry should in mac mini subforum, question still valid macbook air reformat
