possible program apps , install them on own iphone/ipad without paying 99$ fee apple?

reason interested in programming , create experimental apps myself. don't want make money or submit apps app store (yet) , logically wouldn't have pay 99$...

officially? 100% no. may possible on jailbroken device have absolutely no interest in can't sure.
