Macbook air vs mac mini. Which is quieter?

the mac mini spec says:

sound pressure level (operator position): 16 dba @ idle.

macbook air has no such spec. want ask people who've had both (or previous versions of both), quieter? think air's ssd reduces hdd seek noise, maybe air has less space air flow, resulting in fans running @ higher speeds?
 

hard drive louder fan be. mba quieter under 90% of circumstances.
