No free RAM

i have 8gb of ram total. have around 8 20mb free ram. know inactive ram (which hangs out @ around 3gb) suppose lease when other applications need isn't happening. there way can set maximum size inactive ram, instance make can never exceed 2gb?
 

can post screen shot of system memory usage in activity monitor? no, can't set adjustment inactive ram, how know it's not being made available other apps?
